Kevin Smith BA
Chief Constable

Kevin Smith was appointed Chief Constable of Central Scotland Police on September 16 2008 and took up the post on October 1 2008.

He succeeded Andrew Cameron who retired after eights years' in the post.

Mr Smith moved to Central Scotland Police from his role with Strathclyde Police as Assistant Chief Constable (Territorial Policing), where he had overall responsibility for all operational policing, including community policing, throughout the force area.

Mr Smith joined Strathclyde as a finance clerk in 1976, before being appointed as a constable in September 1977 when he was posted to 'G' Division, serving from Orkney Street, Govan.

He served in beat and plain-clothes duties until 1983 when he was appointed as a detective constable at Govan. He was promoted to sergeant in 1985 and transferred to Shettleston, in the east end of Glasgow. In 1986 he returned to CID duties as detective sergeant at Govan, where he remained until 1988 when he transferred to the Serious Crime Squad.

During that time he was involved in many major enquiries and served a three-month secondment to the Pan Am 103 Investigation at Lockerbie. Promotion to detective inspector came in 1990 and he transferred to Special Branch.

In 1993 he was promoted to chief inspector and transferred to Pollok Sub-Division. After three years at Pollok, he returned briefly as detective chief inspector in Special Branch before being promoted to superintendent in 1997 and posted to East Kilbride/Strathaven Sub-Division.

In early 1998, he was selected as the first officer to undertake the Strathclyde Police/Victoria Police Exchange. He transferred to Melbourne, Australia, for three months where he undertook duties as a divisional commander in an inner city area of Melbourne and, thereafter, he spent six weeks at the State Crime Squads of Victoria.

On returning from Australia, Mr Smith was transferred to the Spotlight Initiative, which was then the force's approach to tackling violence, crime, disorder and anti social behaviour. In 2000 he transferred to Complaints & Discipline to form the new Force Professional Standards Unit and he developed the Force Integrity Strategy that underpinned the work of that Unit.

In 2001 he was promoted to chief superintendent and appointed divisional commander of 'E' Division, covering the East End of Glasgow. During his time there, he was the match commander at Celtic Park and this included many high profile Champions League/UEFA Cup matches against some the top European teams.

Mr Smith has BA in Police Studies, a Post Graduate Diploma in Management Studies and is a graduate of the Police Strategic Command Course. Mr Smith is currently Vice President of ACPOS (Association of Chief Police Officers in Scotland), a position he will hold until April 2011. He is also the chief officer responsible for the Road Policing business area.

Iain MacLeod
Deputy Chief Constable

Iain MacLeod (51) joined Central Scotland Police in March 2008 after 32 years' service with Tayside Police.

During his time with Tayside, Mr MacLeod served in a number of operational and specialist roles throughout the force, including CID, Drugs Branch, Special Branch and the Professional Standards Department.

He rose to the rank of Assistant Chief Constable with the Dundee-based force where he was the head of the force's Crime Management Department for four years.

In 2005, Mr MacLeod was Tayside Police's media spokesman during the G8 World Leaders Summit at Gleneagles.

Mr MacLeod successfully completed the Strategic Command Course in 2003, during which time he also completed a Diploma in Applied Criminology and Police Management at the University of Cambridge. In 2005 he attended the International Leadership in Counter-terrorism Course, working with colleagues from throughout the United Kingdom and North America. He also holds a Higher National Certificate in Police Studies.

Mr Macleod is also involved in a number of key national groups through the Association of Chief Police Officers in Scotland. He is chair of the Professional Standards business area; chair of the Religion and Faith Reference group; Secretary of the Performance Management business area; and, member of Information Management business area. He also holds the porfolio for wildlife crime for the Scottish Police Service.

Mr MacLeod, who is married with two children and lives in Perthshire, said: "I am delighted to have been appointed as the new Deputy Chief Constable of Central Scotland Police.

"Not only am I looking forward to the many challenges and opportunities that lie ahead, I'm also keen to meet with all the officers and police staff who make Central Scotland Police the successful force that it is today."

John Mauger
Assistant Chief Constable

Assistant Chief Constable John Mauger was appointed on Monday February 23 2009 by Central Scotland Joint Police Board.

He moved to Central Scotland from HM Inspectorate of Constabulary in London where he was on secondment to from Essex Police as temporary Assistant Chief Constable.

Prior to that posting, he served with Essex Police and was Chief Superintendent within the Force Executive with responsibility for performance.

Mr Mauger joined the Metropolitan Police in 1983. He served in a number of roles within the Metropolitan Police before transferring to Essex in 2000 as a Superintendent. During his time with Essex he has served as a Divisional Commander and is a counter-terrorism, public order and sporting events commander.

Roddy Shearer
Director of Finance and Resources

Roddy Shearer joined Central Scotland Police in December 2000 and holds the post of Director of Finance & Resources.

He has held a number of senior finance roles in local government prior to joining the force and is an Associate of the Chartered Institute of Management Accountants.

As Director of Finance and Resources, he is a member of the Force Executive along with the Chief Constable, Deputy Chief Constable and Assistant Chief Constable.

He is also a member of the Force Policy Group, which consists of the three Chief officers and the force's three Chief Superintendents (Operations, Special Support Services and Corporate Management Division). He also chairs the Budget Monitoring Group.

The Director of Finance and Resources' responsibilities extend to many areas of the force business and include finance, estates, vehicle fleet and procurement.
He is an affiliate member of the Association of Chief Police Officers in Scotland and sits on a number of national working groups, notably the Finance Management and Personnel and Training business areas.

Away from work, Roddy has a keen interest in sports, especially football and hill walking, and also enjoys going to the theatre. He lives in Glasgow.

Gordon Samson
Temporary Assistant Chief Constable

Gordon Samson was appointed to the post of temporary Assistant Chief Constable in July 2010.

With more than 25 years service, he moves from the rank of Chief Superintendent with responsibility for Communities Policing. In this role, Mr Samson was responsible for a restructuring of community policing across the force.

This new role sees him responsible for all aspects of operational policing and uniformed operations in Central Scotland's three Area Commands.

Mr Samson, who is 50 years old, previously served as Falkirk Area Commander and has worked in a wide range of roles across the force within operational policing and in corporate functions including the Chief Constable's Staff Office and Professional Standards. He joined the police service in 1984 and was promoted to the rank of Chief Superintendent in 2007.

Mr Samson leads several ACPOS groups including Scottish Crime Recording Standards; Anti-Social Behaviour; and, Youth Issues.

Temporary ACC Samson, who is from Stirling and who graduated from Stirling University has extensive knowledge of both the Central Scotland force area and the organisation itself.
