Chief Constable Derek Penman

Derek Penman was appointed Acting Chief Constable in November 2011. He had been serving as Deputy Chief Constable since January 2011.

He served as Assistant Chief Constable (Crime and Specialist Operations) with Grampian Police, a post he was appointed to in June 2009, having completed the Strategic Command Course in February 2009. He was responsible for the force's priorities of national security, serious organised crime and drugs, public protection and road casualty reduction. His portfolio also included energy and protective security for the North Sea and Royalty protection.

His current ACPOS portfolios include professional standards, performance management and the business change programme board. He also has responsibility for the Scottish Police Information and Co-Ordination Centre (SPICC). His previous ACPOS portfolios included the information and intelligence sub-group, the forensic science advisory group and he was vice-chair of the roads policing business area.

His appointment as DCC saw Derek return to a force he joined as a cadet in 1982 before being appointed as a Constable in 1984. Derek's father, Jim, also served with Central Scotland Police and achieved the rank of Chief Superintendent before he retired.

During Derek's career he has served in a variety of roles, covering both operational and strategic levels.

Following initial postings, as both a uniform and detective constable within the Stirling area, he attended the University of Glasgow as a sponsored student and in 1993 he graduated with an honours degree in law. He was subsequently promoted to Sergeant within the force's Community Safety Department and supported partnership development and youth issues.

In 1995 he became a Detective Sergeant and worked in both Stirling and Grangemouth until 1997 when he was promoted to Inspector and seconded to the Scottish Police College to develop the Police Information Net for Scotland. This provided opportunities for European collaborative working with CEPOL in the area of e-learning.

On his return to force in 2000 he worked at Falkirk and thereafter as the local unit commander at Stenhousemuir.

In 2001 he was promoted to Chief Inspector with responsibility for an ambitious change programme including the development of centralised call handling.

Following his promotion to Superintendent in 2004 he was seconded to HM Inspectorate of Constabulary as part of a small team responsible for the inspection of Scottish police forces. He also led on a joint inspection of Case Management with the Inspectorate of Prosecution. On his return to force in 2006 he became Head of Strategic Development and had responsibility for Business Planning, Performance Management and the Force implementation of national business change.

In February 2007 he was promoted to Chief Superintendent (Operations) with day to day responsibility for all three area commands, Crime Management and Community Safety.

He was appointed Temporary Assistant Chief Constable in December 2007.

Derek is married to Hazel and has a daughter and son. He lives locally in Larbert.
