Joint Police Board

The delivery of policing in Scotland is shared between Scottish Ministers, Chief Constables and Local Police Authorities/Joint Police Boards.

Scottish Ministers have responsibility for national policing policy and the legal and financial framework within which the police service operates. Chief Constables are non-political and are responsible for operational policing within their areas.

Central Scotland Joint Police Board is the Police Authority for the force area which covers the boundaries of Clackmannanshire Council, Falkirk Council and Stirling Council.

The Board has 11 members who are elected councillors and represent the three councils.

The Joint Police Board provides an important oversight, accountability and scrutiny role into force performance, complaints against the police, allocating budgets and finance. The board works closely with the force to ensure the Chief Constable is able to police the area effectively and efficiently.

The main remit of the board is to ensure the Chief Constable has sufficient resources which allow the delivery of effective and efficient policing. Members oversee the revenue budget and allocating money for resources such as police property, vehicles, clothing and equipment, as well as salaries for officers and staff.

The board has other important responsibilities which include:

  • Appointing chief officers (Chief Constable, Deputy Chief Constable & Assistant Chief Constable)
  • Helping the force set and monitor its strategic priorities
  • Provision of oversight and transparency by reviewing the way in which complaints against officers by members of the public are handled
  • Responsibility for senior officer conduct
  • implementing the Independent Custody Visiting Scheme
  • managing the requirements of the Police Pensions Regulations
  • considering employee grievance and dismissal appeals including medical appeals
  • recognising acts of bravery performed by police officers and members of the public

To ensure independence, neither the Chief Constable nor the First Minister has a say in deciding who is elected to the board. The Convener and Vice Convener are chosen by board members.

Meetings are held on a quarterly basis and members also sit on a number of sub-committes. These focus on Complaints, Best Value and Audit and Physical Resources.

Full meetings of the Board are open to the public and media.
